Oakley is a city within the nine-county San Francisco Bay Area. Oakley was incorporated in 1999, making it the newest incorporated city in Contra Costa County. The population at the 2010 census was 43,991. The City is also part of the East Contra Costa Bicycle Plan, which has existing facilities in Oakley as well as plans for further expansion.
